Done patching .NET 4.6.1, unfortunately error is still the same.

What does it say in the business layer host log it's located in c:\programdata\solarwinds\logs\orion scroll to the bottom what are the last lines in that log.

That's the wrong log it's just called BusinessLayerHost

That was my point!  Patching to .NET 4.6.1 breaks NPM!  I just asked because a bunch of people have been recently burned by this.

Download and install manually both x86 and x64 bit versions of Visual C++ Redistributable for Visual Studio 2012 and Visual C++ Redistributable Packages for Visual Studio 2013:

Then try the following steps:

Note: Disable or stop any antivirus or scanning software before proceeding with the following steps:

1.    Log into the Orion server as a Local Administrator.

2.    Install the latest VC++ 2013 Redistributable using the link mentioned above

Note: Both 32 bit and 64 bit are needed

3.    Click Start > Control Panel > Programs and Features > QOE, and then click Repair.

4.    Click Next to proceed with the repair, and then click Finish. It may ask to re-run Configuration Wizard, please continue until finish
