Database permissions

We recently deployed an NPM/NCM solution in our UK data center.  The DB server is not controlled by us and the permissions have been locked down.  We had the DB admins allow temporary admin access to allow us to install the software and we had created a DB user.  However, when trying to access the database manager or import devices into NCM from NPM we do not have valid rights.

What rights are required on the DB server and databases to allow these connections?
