Custom Alert Conditions required for Response time and Bandwidth Utilization

Any one can provide the alert conditions for below requirement:

Response time is greater than 50ms compared to the other devices in the same subnet/location.

Bandwidth utilization alerts based on real world throughput for all layer 3 devices. Meaning, the real world throughput needs to be calculated for each device and utilization thresholds set at that level.
