Can someone explain QOE free license?

What I am seeing is that there are 10 server licenses per installed agent for SAM and 1 for NPM. Is that the correct amount for free license? Or am I missing something?

I am at these versions: Orion Platform 2015.1.2, SAM 6.2.1, DPA 9.2.0, QoE 2.0, IPAM 4.3, NPM 11.5.2, PM 2.0, Storage 5.1.0, IVIM 2.1.0
