Allow NPM to run on Zulu time, with 24 hour clock

All my network devices run on Zulu (GMT) time. NPM doesn't support a 24 hour clock, and having the database on local time and the NPM on zulu causes issues. This has been so problematic that I put it back on local time. Don't you have customers in Europe?
