I need some assistance in creating an alert based on a flapping neighbor. The out-of-the-box alert for 'neighbor down' is too noisy in our environment, so we adjusted the thresholds. What we do want to have alerts for is the neighbors that bounce up/down repeatedly over a period of time. Lets say 5 neighbor drop/established cycles within a 10 minute period. Something to show the circuit is acting faulty, but not faulty enough to trigger some of our other alerts.
