Always show the "!Last" and "!NVRAM" lines in the "View Change Report" on Cisco Devices

Would like to always show the top two lines of the configuration file for Cisco devices to determine what user made a configuration change.  (i.e. ! Last configuration change at XX:XX:XX CDT Wed Oct 31 2012 by joeuser & ! NVRAM config last updated at XX:XX:XX CDT Wed Oct 31 2012 by joeuser)

In the current version of the software you can either view the changed lines + some number of additional lines (default is 5) OR the entire configuration with the changes highlighted.  With the standard exclusions the username is not displayed and with the entire configuration shown it is difficult to find what has been changed on a large configuration file (Example:  A fully populated Cisco 6509).

I would like enable the Compare Configs page with just the changes + 5 lines but still be able to see who last wrote the configuration.
