NCM - Is there a way to bulk import devices that NCM cannot reach?

Two-part question:

Part 1: I can add devices one-at-a-time that are "External Node: No Status" but I cannot use the discovery tool to bulk add these types of devices, since if they do not respond to ping or SNMP it won't bring them in.

Part 2: Likewise I want to be able to bulk upload config files as well, since NCM cannot pull them directly. Any hope?

Background - I need to do policy compliance on these devices despite NCM not able to reach the devices directly.

You can use the Orion SDK to do this.
