Trigger thresholds for OLV rules

According to this documentation, https://documentation.solarwinds.com/en/Success_Center/LA/Content/LA/LA-Syslog-Trap-Parity.htm, "LA/OLV is not currently able to define a trigger threshold for the rules."

As it stands, the lack of trigger thresholds in OLV is preventing us from upgrading from the legacy syslog/trap system, as many of our critical alerts will be unable to function without trigger thresholds.

Please add trigger threshold functinality ASAP so this tool can actually be usable for us!
