iprequest account additional features

Is there a way to combine elements of the iprequest account and administrator account ip request processes?

I want to allow users to be able to allocate hostnames in the iprequest menu without letting them know the addresses before they have been approved by an administrator.

Any help or suggestions would be greatly appreciated!
