Windows DHCP Failover Cluster, New Reservation is only configured in one of the servers

IPAM 2019.4.1 HF1

i have Windows Server 2019 Failover Cluster.

The scopes are recognized as LoadBalanced.
I have added both servers.

I can create a new reservation, but its only added on one server.

Is this the way how it should work ?
Do i expierence a bug ?
Did i make a configuration mistake ?
