Suppose you had a 16,000 address license and were adding a class B address space (65,535 address) - would IPAM only be able to scan the first 16,000 of those addresses for used/available status? Thank you for clarifying.

No, only IP addresses found and allocated count towards license. So in your example: 10 addresses found - 10 licenses used -
To clarify further, any IP address that is not available will count towards the license. If you scan 20000 IPs: 1000 come back as used 50 are reserved (excluding network/broadcast addresses) 10 are transient… -
