HA Failover on daily basis due to uninstalled IPAM

Once a day the MsiInstaller runs the 'Orion.AllwayInstall' with a failure as the resource 'D:\Program Files (x86)\SolarWinds\Orion\Modules\SettingInfo\IPAM.SettingInfo.xml' does not exist. We recently uninstalled IPAM as the trial came to an end. We separated the HA servers as recommended and rejoined afterwards. However, once a day we failover from the Active to the Standby. Then if we go in to the server and start the HA service everything comes back. Here are the error logs we are seeing:
