Permission "Create Report Schedules" separately (so its not for administrators only)

Currently, unless you are an administrator, you can not schedule a report. You can create Report given these permissions.

-> Administration -> User Administration -> offers the ability to 'Manage Reports', or not.

So it seems reasonable to merge the Scheduling permissions with Manage Reports.  Alternatively another role for Schedule Reports could be offered.

Further to that if we could set the report destination to a file share that would also help with some mailboxes.

I also think diversifying the roles and adding a few more options and flexibility to the administration would be a great step forward to integrating and scaling upwards for larger companies who require many different logins to the application.
