DPA over time gives a false picture

We are migrating many applications from our mainframe into sql server.  We are constantly dealing with requests for more cpu and memory. When I query DPA, even over as small a period as 24 hours, all the peaks of cpu and memory have been averaged out and show no issues.  For example, During a one hour period, cpu can peak at 75% and memory at 70% and when you look at the 24 hour shot of this, both peaks are gone, and the line shows hovering at 25%.   Is there a fix for this?  This averaging out makes it very hard to analyze the needs accurately.  It's even worse for the longer time periods.
