Wierd alert suppression behavior.

All devices have custom property CustomerName set to Customer1.  All dependent devices have DependencyLevel set to Level2.  I do not want to send alerts on Level2 devices if either of the Primary devices are any status except UP.  

On Saturday, PrimarySwitch went down and alerted at 4:19pm then came back up at 4:21pm.  Then we received down alerts for all of the dependent nodes at the same time, 4:21.  It seems like the suppression worked up until the primary device came back up, as though the dependent devices were constantly checking for status on the primary device but not checking their own status simultaneously.  Does that make sense?  Is this just a coincidental timing issue?

Thanks for any insight and tips on setting this up so that the dependent devices won't alert at all if the primary device goes down.
