Active Alert list/summry mail

Hi

I will like to send summary (alert) email of all active alert that are not acknowledge like it to run every 30 min

I can see that you can use external syslog server like splunk to run that summary

Acknowledge Solarwinds Orion alerts by email (using Splunk)

Is there a way with custom SQL that will take all active alert in the last 30 min push to one email to TS and NOC?

If you want people to know alerts are still active and unacknowledged after a period of time, you should use use the Alert Escalation aspect from within the original email action. You can set to to whatever time frame you determine and can use acknowledging an alert to stop/prevent it.
For a list of active alerts grouped by type/node/date,etc you would be better off using a scheduled report than an advanced alert.
