If a dataowner isn't allowed to modify resources in the GUI this resource shouldn't be possible for order by any requester. The resource is marked as requestable to make it seen in the GrantMA, need for browsing to the sub folders.
it would be useful to deactivate the order button in the GrantMA for this folder.
