SolarWinds Support Case Not working

I have been trying to open a new case for the Engineers tool-set for the past 4 hours  on Tuesday 8/13/19 and every time I try and create a new case I keep getting the following error


With the Support Calls wait time averaging around 40+ minutes and the customer Support tool not able to create new tickets, I am struggling to recommend the support

is this error do to planed Maintenance with the ticketing software or a unplanned outage?
