what mean really up, down, ....

Hello everyone,
I have a question please,
I need more explanation on these words please
is it true that :
up: means that the interface or the node is ON and in operation (there is transmission on top)
Down: means that the interface or the noed is ON but in the state of rest (there is no transmission on top, is not connected, or free)
Problem (I do not know the word a orion): it is when the equipment is down or disconnect completely from network. (OFF)

is I understood correctly? or do I wet myself?

    down = not pingable


    for interfaces

    up = snmp/wmi reports that the interface is connected

    down = snmp/wmi reports that the interface is not

    Up and down don't assess if there is traffic or any other properties
