Item ordered from Store Defective

I ordered one of the High Sierra Falcon 10000mAh Solar Power Bank, but it is defective. I tried to charge it but it only made it to 75%. I tried to see if it would charge my iPhone 8, but it failed to completely charge from 62% as it stopped at 96%. I attempted to recharge it and although it made it to 100% when I tried to charge my wife's iPad mini, it stopped  after only charging it around 31%. Since I cannot use it, I would like to replace it with another one. Please advise me on how to go about remedying this situation. Thank you
