VNQM Support NQA for Huawei device& H3C device

At present, many customers are using Huawei and H3C devices, and find that VNQM only supports cisco IPSLA. We hope that the new version can add NQA support for Huawei and H3C devices. Thank you.

NQA currently has a high demand from customers, hoping that the vnqm module can be implemented to provide support.
