Can I create a dashboard that I can limit access to, where users with rights can put nodes I pre-select in and out of maintenance (mute alerts)?

So, completely new to SolarWinds and I am familiarizing myself with the platform. Some things seem very intuitive, and others counter intuitive. 
 What I would like to do is create a Dashboard for our On Call rotation, where they have access to view a group of pre-selected Nodes and mute or unmute alerts on them, but otherwise can only see the current diagnostics on that node with no access to the other active features in SolarWinds. 
 Is something like this possible?

Yes, it's 100% possible. 
 
 Define a Platform group of things they can see. ( Create groups (solarwinds.com) ) 
 Create accounts they can use (or use groups if you are Active Directory integrated) to log into the SolarWinds Solution. 
 Assign a Limitation to that account/group of accounts to only see things in the Platform Group. ( Create limitations based on custom properties in the SolarWinds Platform ) 
 By default, they can use any of dashboards native to the platform, but those limitations will restrict what they can see. 
 
 It'll probably need to be tweaked to give them the proper levels of access and you may find yourself building a new dashboard (Classic or Modern) for them to use. But then you can use said dashboard as their "landing page" when logging in (also on the Account edit screen).
