Custom Form for CHANGE ticket, Form Logic "State" only showing INCIDENT states.

I am developing a custom form for our change management process. Something we need to do is if a change ticket is moved into the Closed state, we would like to require change resolution fields be completed.

I noticed that the State field is available, but the only options are clearly the Incident states. We would need to key off Change states. Am I missing something, here?  Seems like the State field as used in form logic was only designed to be used with Incidents.  Thanks. Screenshots follow:
