E.g. can generate API queries via Swagger UI as detailed in the SW guide: SolarWinds Observability REST API

i.e.

But what I'd like to determine how to return metrics for example "trace.service.request_rate" summarized for the preceeding month.

Conski4500 Are you expecting to see a single value returned by the API or looking to perform some aggregation on the values? What is the use case for the solution you are building?
