Monitoring a ServiceNow Integration

Recently we had our production ServiceNow integration instance switch into a restrict state due to a significant outage. While this is fine and as designed, no one realized it had happened so the instance stayed paused, resulting in a lack of additional tickets until someone saw a system down and no ticket generated. My question is, is there any way to set the instance to automatically re-enable after a period of time, or to generate an alert when it switches out of an enabled state. (or both?) Thank you!
