This is happening when using the New Web Client on version 15.3.1.155.

I havent seen that issue with 15.3, have you tried 15.4?

please, let us know whether you still have issue with version 15.4.1. We do have a fix, that hopefully will resolve all download files issues in past.

If not, please reach to support team and we would need logs and ideally remote access to your place to reproduce it. There is chance the issue is caused somewhere else on level of load balancer (if there is).
