At specific times i.e 12 am and 12pm respectively during the day, nodes added unto the dashboard turn red (i.e states as down) but when you ping from cmd it responds and can log onto the devices. I need help with possible solutions.

So far there isn't a set workaround or solution yet. You are not the only one having this issue. There are some other forums about this, some people are trying to figure it out. In our office we are calling it False Positives, mostly nodes with the agent using SNMP will go "down" but they are online, pingable, and can be RDC'd into. I would also submit a ticket to SolarWinds directly.
Currently we are attempting a workaround listed in the below forums. You can attempt to unmanage and re-manage the node in an attempt to kick it back into gear, but have yet to implement the work around. It's discussed in the False Positive Monitored Nodes forum post linked below.
