How can I get the license reset tool?

When I delete the ipmonitor v11.0 and then reinstall it,it cannot be successful.

I found there was a old ipmonitor license in license.dat file. and I want to delete the license entry in license.dat,

I searched the thwack,I need the license reset tool to clean the license.dat.but I cannot find it in public domain.

who can share it with me?
