IPAM - adding a DHCP server on a CISCO RTR - use of port 23 ?

New to IPAM - failed test msg when trying to add a DHCP server  on Cisco RTR   -  workaround  by adding Telnet to transport on VTY lines  . Our security team not keen on use of 23 .. 

I was hoping for a preference of SSH , but can't find anything   - Any advice / experience appreciated .
