Unable to install Engineers Toolset Desktop v2022.3.1

Question

Attempting to install Engineers Toolset on Server 2019 as a local admin user. The install fails with "Service Solarwinds Orion Toolset Integration Service failed to start. Verify that you have sufficient privileges to start system services" 
 
 I've tried disabling UAC and Windows Firewall to no effect. Any insights would be helpful

Server 2019 doesn't look to be supported as yet but I would have expected it to work.

 When you downloaded the installer did you right click and open properties and unblock the file. Then ran the installation as an administrator by right clicking the file?
