Creating a report of everything not updated in the last 48 hours

We are trying to create a report (or even just a query) that will generate a list of all tickets that have not been updated with a tech note in the last 2 business days (there are other restraints but this is the one we are struggling with). The issue is that if we just use the date the ticket was updated, it misses any ticket which anyone saved without creating a tech note or without changing anything at all. Clicking Save on a ticket "resets" the Last Updated date for the ticket, even if it wasn't actually updated.

Any help would be appreciated!
