I need to make an alert if a batch file stop working

I have a user that wants me to alert him if a batch file stops working and notify him. I am fairly new to this process and I am not sure how to build the alert.

Here is what he has sent me:

Please set up solar windows alerts for the scheduled tasks on SERVERNAME. These tasks are sometimes failing to start on server reboot. Please email an alert every 15 minutes until the task is fixed.

So I think there needs to be a more clarity on what "stops working" means in this case so we know what exactly we are looking for.
Does that mean the scheduled task fails to complete?
I'm assuming the scheduled tasks run those batch files you mention... is there some kind of output from them that we would be watching for updates to?
Do those batch files launch some kind of process, is that process supposed to be running all the time and the schedtasks are just to make sure about that or do the tasks execute quickly and then close themselves up?

Apparently it is supposed to run all the time.

If it is supposed to ensure that this process is running all the time then the easiest thing to do is just skip the batch file completely and just tell solarwinds to check for that process/service
