Whenever I create a new user or add a SAML group, I don't see the Application option under Default Menu Bar and Views. I am able to customize this before for each team that I configure the views. This is onset upon creation even before applying any account and view limitations. 
In my attempts to resolve this, I also upgraded to the latest versions of my application. Below are the current versions:
Orion Platform HF5, NCM HF2, NPM HF3, NTA HF2, SAM HF4: 2020.2.6
