Categories that only show to Techs

We just onboarded and I've been through the documentation and training videos.  I have not found a way to display certain categories to submitters and internal categories to techs.  Things like LAN and Firewall Configuration, things the general users would not know but would be handy to report on.  Or would it be better to create a new field specifically for techs to report on that is added to the ticket for internal use?
