Weird Network Discovery Issue

We recently upgraded to the latest hotfix and activated our new SCM license. Orion Platform 2019.2 HF2, SAM 6.9.1, SCM 1.2.0 HF2, NCM 8.0, NetPath 1.1.5, NPM 12.5, UDT 3.4.0 HF1

Ever since that upgrade all of our servers are being detected by all of our discoveries even when the discoveries don't include those IP scopes. Also, they appear as changed, but no items are highlighted as changed. I've tried to re-add them, to ignore the SCM part of the change, but to no avail. They keep coming back with each discovery.

Is this a known issue?
