DPA report for instances not getting monitored

I am in a situation that some of the instances got switched OFF for monitoring in DPA. Sometimes its manual mistake and sometimes because of some technical issue. So, I was trying to find if there is a way to raise an Alert when an instance gets switched off for monitoring; and also a re-occuring report of the instances which have been switched off for monitoring but still licensed.

Any ideas/suggestion?
