Out of the box alerts re-enable after reboot

We are experiencing an issue that 25 out of the box alerts are enabled randomly. Typically this occurs after a reboot. These alerts are disabled since we don't use or have copies. Once the reboot is complete the alerts are enabled and trigger resulting in hundreds of false alerts. We are running version 2020.2.5 of SAM, VMA, NCM, NPM, and IPAM.
