Please log a ticket with support so that Engineering team can prioritize this missing feature. If allowed in your Env, as a temporary workaround you may use Adobe Air console to access old Flash interface.
Edit time groups are not straightforward and will go through the steps to achieve this.
First, this has not been ported over from the older LEM interface this must download the console tool
This is under the optional Download Adobe Air Console
Open the SolarWinds LEM Console This will bring up the old console
Under Build Pull Down and groups.
Find the time event group and edit.

NO, it looks like it does not
We are working on this capability to be delivered in the next release (this year)
The entire point of this post, is there isn't an adobe air version for the last two releases of the SEM so this is simply not possible as a workaround as using older air consoles with new versions of the SEM doesn't work (trust me, I've tried). I'm about to get thousands of emails a week because i can't edit/modify/create or even VIEW time groups, we only have 3 created and our maintenance reboot window has changed outside of the three configured.. so it's either go alert less or get spammed..
The newest Release candidate has the time group edit built into html 5 so there is the next best option (2023.4RC1)
