Patch Manager: Windows Update Settings tab showing wrong install time

My group policy are configured in this way

In Patch Manager if I check the Windows Update Settings tab I got a different install time, why is that? Thank you

Looks like mountain time is utc -7 so not the cause.
I just checked some of my servers and they all show 3am too for WU Agent, despite the configuration applied to them. I am UTC+1 so this looks like 3am must be some kind of default thats being reported back.
