Migrate the Universal Device Poller (UNDP) and Recurring Maintenance tool into the Solarwinds Web Interface

I just started using Solarwinds in the last several months and was surprised that a lot of the features of the monitoring solution are sitting on the Solarwinds server as a fat client instead of being integrated into the Solarwinds web interface.  I think this would be a great improvement to the product and allow some features proposed in other request to be added to these applications when they are migrated into the web interface.
