After installing the rabbitmq service, even done full rabbitmq reset the rabbitmq message bus failed

Thanks for reply. Tried all the steps in KB already. But still failed.
As per the logs its trying to start the rabbitmq app but its not starting.
Please share the config wizard log
what is the message above this? Also, do you have HA and you are running this on the Standby?
Nevermin, it seems you do have HA. Check on the current Active Main Server if you can connect to the RabbitMQ.

Follow the instructions on "2. View logs and the message queues using the RabbitMQ Management Console" and verify if you can connect. if you can't you need to rectify that first before running the upgrade on your Standby
Yes, we have HA. but we are facing error in the active main server only. First we need to complete the upgrade on active main server.

If you are encountering this error on the main server, something is blocking it. If you have AV, disable it first, then try to run the installation via CMD prompt with admin rights to bypass any GPOs. Reboot the server as well, if not, then you might want to check the Windows Logs.
AV disabled already, ran the installation via cmd only with admin rights.
Rebooted the windows server but no luck.
Do a Full RabbitMQ reset on that server

Already done full rabbitmq reset. & we are working with support also.
Try this. Try to uninstall the rabbitMQ, then reboot the system.. Once rebooted, check the control panel if the RabbitMQ is no longer there. What I found with this issues is that it might say uninstalled but it became corrupted thus it is not removing itself from the Control panel. I usually use windows troubleshooter to completely remove a corrupted program. That's all I got at this point
