NCM keeps reporting a "Start Transfer Error. See log for details"..but I am not sure where the log files are.

 You are in the right track for the logs.
To help you with the error, I suggest that you use the session trace for this.

1. Enable session trace. https://support.solarwinds.com/SuccessCenter/s/article/Generate-session-trace-logs?language=en_US
2. Download either running or startup config for a sample node.
3. Once you get the error, you can check the session trace in C:\ProgramData\SolarWinds\Logs\Orion\CLI\Session-Trace

What happen on this one?  In case you open a ticket, look for Diane Cleofe.  She's one of the best tech around.  She helped me a lot.

I am not sure what you are referencing when you say "look for Diane Cleofe".  We do not typically (or at least as i am aware) able to select or request which technician is assigned to our Case.  If you know of a way to do that please let me know.
