Confused about SMM panel

Hi Guys, I'm newbie web developer and yesterday a guy approached me and asking about Instagram and twitter likes and followers. However, I'm familiar about these bot related activities but I was reading a blog in morning that every business owner use SMM panel to promote his business on social media platforms. As it's IT related forum, so I wanna ask that are these activities legit and allowed by social media companies?

One more question, are these safe and secure to use?

Same case happened with me but this buyer only need of 100 instagram followers quickly and I think none of SMM panel can provide 100 followers in 2-3 minutes. What you suggest?
