IPAM Neighbour scan tags Incomplete records as Used

Solarwinds IPAM does "Subnet Scan" which pings the ip and uses "Neighbour Scan"  to check MAC addresses for each subnet on the relevant switch in order for the IP to be checked as Used / Transient / Available. We use the latest IPAM version available.

The problem is we have scanners in the environment, such as Nessus that checks the subnets daily. Because of that, ARP table show most of the free IP addresses as "Incomplete" in a scanned subnet by vulnerability or inventory management tools. Confirmed from switch that they are incomplete / non existent, such as 10.59.6.91  "   00:00:08  INCOMPLETE "

Is it possible to exclude "Incomplete" results from Neighbour Scan? Because Incomplete records fill the IPAM with transient list, an option to exclude incomplete would be perfect.

In the screenshot below you can see, Neighbour Scan turns ip to Used, than subnet scan cannot ping the IP and it turns to Transient and this goes on forever.

Lowering transient period does not work since these scans "may" happen often. And we use neighbour scan to double check solarwinds ping tests from subnet scan.
