I found that users with dataowner role are not able to modify mailbox permissions, although they have appropriate rights for Exchange and AD resources:
Solarwinds support has confirmed that it is indeed possible to modify mailbox permissions for users with admin role only.
I see absolutely no reason why dataowner should not be able to do this and therefore ask for adaptation in future ARM releases.
