I created host seed file and added them, but the SNMPV3 devices are not showing up automatically with all interfaces information as they show in SNMPv2.
The discovery is designed to use a community string only along
with a GET request to aquire snmp data from the device and V3 requires a
login name and password to aquire that same accessThe solarwinds support confirmed me that this feature is not available and will be requested as a enchancement request.

Development reported that this will not be available for some time. It is possible that this will be available in a future release of 10.0 Orion but will not be available in the next release. Sorry!

For now user can't discover snmpv3 devices using the Network Discovery.
The feature will appear only in Orion v10 (Nueces) - even for 9.1 this is not planned at all.

The request has been submitted to development as a feature request. There is no ETA for adding this to Orion. I'm sure development will review the request along with others that have been submitted for consideration. This case will remain open and you will be notified of any update or request from development on your feature request for Orion.

Please consider this request then as Enhancement request and send it to
Developers to make it available to all customers in next release not
only to us.
This is very important issue.
In feature all our devices or other customers devices will be with
SNMPv3 then Discovery for them will be impossible and manually adding
them takes ages.
I request to consider and make things possible for us as your support is
highly important to us.
As a Bank, this consideration is very important from higher management.

If during a network discovery if our software did not pickup the devices
as ICMP only (which then you will still need to add the SNMP V3 login
information to poll the SNMP data) then it will not be possible at this
time. The discovery is designed to use a community string only along
with a GET request to aquire snmp data from the device and V3 requires a
login name and password to aquire that same access and our software does
not offer that as an option in the network discovery. Now you can add
those devices one at a time. Below is additonal information that may
