Here is the 2 top ribbons you would see, first is a "tech" and the second is a "client". It appears only "techs" can use the reporting feature. If you're not a fully licensed user you have few options.
I think the reporting aspect should be available for non "techs" because then you need to buy a full license for other employees in the organization who are just interested in extracting data from the tickets. But at the same time, there is only one version of this software.
Perhaps another type of licensing can be created that allows limited access? Maybe read-only access to tickets and access to reports?
You can schedule a report to be sent to a client. Maybe that will help.
