FEATURE REQUEST - Interface hardware sensors should reflect state of underlying interface

This feature request pertains to the support ticket #00031386

The hardware sensors gather information such as current usage (mA), TX and RX levels (dBm) etc. Whether an interface is "shutdown", "notconnected" or "connected" in the device, the web interface shows values for the sensors belonging to the interfaces.

In the case where an interface is "shutdown" or "notconnected" the information is no longer relevant and the hardware sensor should reflect this instead of presenting an old value, which isn't true anymore.

This is what this feature request is about. Making hardware sensors take into consideration the state of the interface and show something more relevant on the web interface.

As it is now in NPM 12.1 that I'm using, we have a few nodes with Critical and Warning status in the Hardware Health Overview widget. As I investigate each one I come to realize that they are in fact false positives that have just wasted my time.

When I see a Critical or Warning alert on the web interface I want it to be free of false positives such as the ones above.

I hope I managed to convey the issue and that you also want to see this feature request come to life.
