Ability to create Custom Properties for User Accounts

We would like the ability to create a custom properly for user accounts.

This would give us the ability to set various security levels based on the user, we have several different devices that should not be seen by specific user groups.

We do not have the ability to create activity directory groups as these are controlled by others outside our department.

If we have custom properties for accounts we could great appropriate security settings.
